International Policy

Chris and Tony talked about the International Policy review of 8 participating countries they were involved with, that concluded that most developed and developing countries tackle similar issues:

- The need for data. England is a data rich country, Chile is data poor

- Non market driven countries had more access and inclusion of less advantaged children

- Market driven countries had hugely less participation due to stigma

- Still split in under threes and three up to primary

- Most did not want tests before school, so England is out of kilter! Most want well-being and PSED

Policy rhetoric that it is parental choice, but only if you can choose, as you need knowledge and money to make those choices - there is equity of access in Nordic countries but not everywhere.
